IPS grew out of an organic need to modify things on the web quickly, for regular people and not programmers. The first part of it - the webpage editor - was written in 1993 and has been in daily use since then.
Over time, as the web and web pages evolved, certain things became clear about the nature of a website, a webpage and what addresses should look like and how one navigates around a website.
Best common practiecs were examined for all these and additional tools were developed to quickly organize and develop complex websites with the minimal amount of effort.
